Justice Inc. was formed after the novice crimefighters Quiksilver and Azure Star helped save Elemental from an Apokaliptian Pursuer. The battle with the Pursuer had raged across lower Manhattan and ended on Titans Island, a private island in the East River that was once home to Titans Tower, the headquarters of the Teen Titans. Titans Tower had been destroyed some months prior to the battle with the Pursuer, but the fight revealed to the three heroes that the Tower's sub-levels were still intact.
Quiksilver was able to use his wealth to untangle the legal issues and red tape that had kept the Titans from reclaiming and rebuilding their headquarters. He was able to acquire the island and renamed it Hero Island. Under the cover of construction of a new super hero themed museum and attraction on the island, the intact Tower sub-levels were repaired and renovated to serve as a headquarters for the newly-formed Justice Inc.
On the surface Hero Island was home to the Hall of Justice super hero museum and the Hero Hotel, which combined visitor accommodations with entertainment attractions including super hero themed rooms, rides, and virtual reality experiences alongside the usual hotel recreation, convention, and dining facilities. Below the surface, accessed from either concealed entrances in the museum or via an underwater tunnel, was the team headquarters itself. The headquarters included rooms for the team members to stay in if needed along with computer systems, monitoring equipment, workshop, gymnasium, pool, and laboratories.
In addition to concealing the headquarters, the Hall of Justice museum also provided ready cover for many of the members of Justice Inc. Quiksilver, in his secret identity of Will Talbot, was the owner of the museum and hotel so would have every reason to be on site; the museum creator was noted author and Golden Age hero expert Jonathan Law, who had been the original Tarantula in the 1940s and whose grandson was a member of Justice Inc. as the current Tarantula; and museum employee Alexander Red-Talon was also Justice Inc. member Foxspirit.
After the disappearance of Quiksilver the team continued to use the island as their base of operations, with team member Mindblade assuming control of the business aspects. Not long after this, however, the team was kidnapped by Vandal Savage and sent into exile in deep space. Savage then destroyed the museum, hotel, and the base itself while also making it appear that the team had been killed in the destruction of the island.
While Justice Inc. were still missing the newest incarnation of the Titans team reacquired ownership of the island and constructed a new headquarters (including holographic replica of Titans Tower). When Justice Inc. returned they elected to find a new base of operations.
During the team's absence Vandal Savage had taken control of Justice Inc.'s remaining assets, including the extensive merchandising empire that Quiksilver had originally set up. After Justice Inc.'s return from their exile in space Mindblade confronted Savage over those assets. Savage had attacked the team and destroyed their island headquarters in order to take vengeance against Quiksilver for the hero's actions in thwarting several of Savage's plots. With Quiksilver missing, Savage had directed his attention against the team but now felt that by destroying the museum and island he had satisfied his need for vengeance. Savage handed control of the remaining financial assets back to Mindblade rather than enter into another extended conflict with Justice Inc.
Though Savage had used his time in control to eliminate most of the Justice Inc. merchandising empire, the end result had been a large influx of cash that Savage's people had further increased with various investments. Now back in control Mindblade found himself overseeing a massive fortune and he used it to begin rebuilding the team's infrastructure. His first action was to set up a new business venture for the team, incorporating it in reality in addition to in name. His second action was to acquire a large skyscraper located at 42nd Street and Madison Avenue in Manhattan.
The entire building was modernized and the top dozen floors were completely renovated and converted into a secure modern headquarters for the team. The building was renamed Justice Tower and those top floors became the new base of operations for Justice Inc. A new Hall of Justice super hero museum was established near the ground level while the remainder of the space was leased out to numerous tenants, with a small food court and shopping concourse on the lowermost levels below the museum. Head offices for the subsidiary organizations to Justice Incorporated, Heroes Inc. and Sidekicks Inc., are also located in the Justice Tower.
The topmost levels that make up the headquarters for the team house numerous facilities. This includes living quarters for team members and guests, including shared kitchen and dining facilities, as well as a swimming pool and a gymnasium, and other common areas for recreation and entertainment. In addition to the regular gym there is a state-of-the-art training facility designed to accommodate a variety of metahuman power types and includes several holographic simulation capability to reproduce various training scenarios. The upper levels include a hangar for team aircraft and also house the base communications and sensor equipment. There is an advanced computer system with ties to government networks for up-to-date information on super criminal activity and other threats that warrant the team's attention, as well as a network link to the New York City S.T.A.R. Labs facility. Rounding out the headquarters are laboratory facilities as well as a workshop with the tools necessary for maintaining the numerous varieties of high technology equipment used by members of the team.
Justice Tower includes high-end security systems to protect the entire building, with additional protections for the headquarters levels including an independent power supply, force field generators, intruder countermeasures, and the ability to seal off the headquarters from the rest of the building. The headquarters can also be environmentally sealed and contains an emergency life support system that can keep the occupants alive for several weeks without need to replenish any supplies. The running of the entire complex is overseen by the team's AI majordomo Pandora.
